2021 Official Rules and Regulations of the Veterans Referring Veterans Department of Defense League

 1.   Overview

The Veterans Referring Veterans (VRV) Department of Defense (DoD) League is an exclusive league for current and former military members only.

The divisions of the VRV DoD league will be broken apart by branch of service. For those branches of services who have larger memberships, they will be broken into multiple divisions. Each division will draft from an entire pool of NFL players. GMs will announce which “duty station”/team they will represent upon entry into the league. The VRV DoD League will use My Fantasy League as the scoring engine for the 2021 season. The VRV DoD league is a partial keeper league with zero trades or waiver wire moves and features a “Permanent Change of Station (PCS)” every four years.

2.   Draft

The Draft Selection Day will be held on Friday, 20 August 2021.

On these dates, all teams will learn what draft position they are awarded for their respective division.

Each division will be composed of XX teams, and each draft will last for 24 rounds, with each team selecting a player in each round in a serpentine fashion (Team 1 through Team 12 in Round 1 and Team 12 through Team 1 in Round 2). Players can be drafted at any position at any time in the draft; however, each team must have at least one player for each of the designated starting positions by the end of the draft. Each team must start a weekly lineup of 8 players and the team roster must remain at 24 players. There are no injured reserve lists beyond the team total of 24.

Each season following the initial season’s draft, the draft order will be determined by:

  • Picks 1-8 will be decided by regular season potential points among non-playoff teams. The picks will go in order of lowest potential points to the 8th lowest potential points. Potential Points are the amount of points a team would have scored each week if they had set a perfect lineup. This will keep teams from benching their star players in hopes of “tanking” and earning a better draft position.
  • Pick 9 will go to the 4th place finisher following the consolation game. 
  • Pick 10 will go to the 3rd place finisher following the consolation game.
  • Pick 11 will go to the runner-up of the Commander-in-Chief’s Championship.
  • Pick 12 will go to the Commander-in-Chief’s Championship.

 3.   Roster Requirements

Your roster must always have 24 players.

 4.   Starting Lineup Requirements

1 Quarterback (QB)
1 Running Back (RB)
2 Wide Receivers (WR)
1 Minor-Flex Player (RB/WR)
1 Tight End (TE)
1 Major-Flex Player (RB/WR/TE)
1 Super-Flex Player (QB/RB/WR/TE)

Starting lineups will need to be submitted at least one minute before the first game of the week (usually on Thursday); however, if you have members on your roster, who are playing later in the week, you can bench and activate players if the NFL team they belong to has not already played for the week.

 5.   Waiver Wire/Trades

The VRV DoD League will feature zero Waiver Wire activity or Trades.

 6.   Scoring

Passing
.04 points for every yard passing (equals 1 point for every 25 yards)
6 points for every passing touchdown
2 points for every 2-point conversion
-1 minus one point for every sack against
-2 minus two points for every interception
-2 minus two points for every lost fumble

Rushing
.10 points for every yard rushing (equals 1 point for every 10 yards)
.5 points for each rushing First Down
6 points for every rushing touchdown
2 points for every 2-point conversion
-2 minus two points for every lost fumble

Receiving
.10 points for every yard receiving (equals 1 point for every 10 yards)
6 points for every receiving touchdown
.5 points for each receiving First Down
1 points for each reception by QBs, RBs, and WRs
1.5 point for each reception by TEs
2 points for every 2-point conversion
-2 minus two points for every lost fumble

7.   Schedule & Playoffs

The first XX weeks of the NFL Regular Season represents the Regular Season for the VRV DoD. When the VRV DoD Regular Season ends, the top XX teams from each division will compete for the title of Service Champion during Weeks XXX-XXX of the NFL Regular Season. If there is a tie among division teams at the end of the regular season, Points For (PF) will be used to break ties.

The XX Service Champions will be placed in a single elimination playoff system and compete for the Commander-in-Chief’s Trophy. The Commander-in-Chief’s Playoffs will begin in Week XX, with the winner being crowned at the conclusion of Week 16. The Service Champions will be seeded based on their Power Ranking. The 2021 Power Ranking will be calculated by using a team’s wins and a team’s all-play percentage.

Power Ranking = Wins x All-Play Pct

Also played during Week 16 of the NFL schedule will be consolation game between the two teams eliminated in the semi-final round of Commander-in-Chief’s Playoffs for seasonal payout purposes.

8.   Keepers

At the end of each season, a General Manager (GM) can elect to keep up to 3 players. Players will be kept at a cost. The following season, for each player kept by a GM, the GM will not select a player in the round in which the kept player was drafted. A kept player has a tenure of 3 consecutive seasons. After the third season, the player must be released back into the free agent pool to be redrafted.

9.   PCS Season

Every 4 years, GMs will “PCS” to another team and assume the duties of the GM for their new team. GMs will prioritize their desire of their next “duty station”/team by ranking them from most desirable to least desirable. An algorithm will place GMs at their new duty station/with their new team during a live Coaching Carousel event. During PCS years, kept players will not be announced until after a GM have accepted their new position.

10.   VRV DoD Payout Structure
